Norwalk, Connecticut property owners seeking to revise lot lines, establish an easement or environmental land use restriction (“ELUR”) or create a lot by way of a free or first cut, now are required to follow a formalized review and decision process through the Department of Planning & Zoning (“P&Z”).


For lot line revisions, easements and ELURs, property owners must submit a completed “Form of Determination of Eligibility” accompanied by two paper prints of both an existing conditions survey and a proposed lot line revision map showing the area of each lot, all setbacks and existing conditions along with a zoning data chart depicting all height and bulk requirements such as required and proposed building coverage. Following review and approval by P&Z staff, property owners must then submit a Mylar map for signature by P&Z staff and then record the Mylar on the Norwalk Land Records. The review time for lot line revision determinations is approximately three weeks.


Property owners seeking to create a new lot from a larger lot through the “free/first cut” concept, must also submit a completed Form of Determination of Eligibility accompanied by a narrative explaining the request, two copies of an up-to-date survey, two copies of the proposed lots with all zoning data depicted, copies of all available tax assessor’s cards for the subject parcel, copies of maps and deeds to the subject property from December 1949 to the time of submission of the request for determination of eligibility, title search of the property and tax cards of adjoining properties. If property is served by a septic system, a civil engineering plan depicting the existing and proposed septic system (tank, primary and reserve fields) must also be submitted for review by the City of Norwalk Health Department. The review timeline for eligibility of a free/first cut by P&Z is approximately three weeks. Following approval of the free/first cut, a Mylar of the approved map must be submitted to P&Z for signature and then recorded on the Norwalk Land Records. After the Mylar has been recorded, property owners must then obtain new parcel identification numbers from the Tax Assessor and new street addresses from the Department of Public Works.
