Municipal Drone Programs: FAA Legal Requirements and How to Protect the Public, Your Program, & Your Personnel

June 18, 2020 @ 9:00 am - 10:30 am

On June 18, Jen Yoxall will present “Municipal Drone Programs: FAA Legal Requirements and How to Protect the Public, Your Program, & Your Personnel” for the Connecticut Conference of Municipalities.

About the Program

Drones are becoming recognized as indispensable tools for public safety operations. As a result, many towns and cities now own and operate their own. But having a drone program brings new responsibilities.

Drones used for municipal purposes are aircraft operating in the National Airspace System. Drone programs can expose municipalities to liability – potentially significant – from personal injury or property damage lawsuits as well as Federal Aviation Administration (“FAA”) enforcement actions. Running a successful drone program means complying with FAA regulations that are unfamiliar to many people. And it means running the program in a way that doesn’t compromise governmental immunity or insurance coverage.

This presentation will explain the three different legal frameworks for operating a drone program along with the pros and cons of each, outline the basic elements of a safe program, provide an overview of applicable FAA regulations, and highlight the most likely ways to inadvertently jeopardize the liability protections typically available to municipal departments and individual employees.
